my actual code, in /etc/init/setterm.conf:
for tty in /dev/tty[1234567];do
setterm -term linux -powersave powerdown -powerdown 12 -blank 10 -store>$tty<$tty
done

Bug description:
regardless of the argument to -powersave, setterm complains
setterm: cannot (un)set powersave mode: Invalid argument
see also Bug #1239263 /etc/kbd/config ignores POWERDOWN_TIME
thus there appears to be no way (without X) to powerdown the display,
and hence ubuntu servers w/o X don't play well as energy conscious citizens.
