Status in “util-linux” package in Ubuntu:

Bug description:
  Binary package hint: util-linux

  looking at the filelist for util-linux-locales, I'm not convinced that
  the package in its current form serves any purpose but to needlessly
  occupy hard disk space.  The problem has been known to exist since
  karmic!  It looks as if Debian is not affected.
