[Bug 1238765] [NEW] ubiquity hangs towards the end of a networkless installaiton

Public bug reported:

Tested with saucy desktop amd64+mac and amd64 image of 20131011. There
is no progress towards the end of the installation. My hardware is not
very powerful but the time it 'hanged' is far longer than I have ever
seen in the past.

Steps:
1. Start the installation with no network cable attached
2. Press space bar at the 'human + keyboard' screen
3. Press install ubuntu
4. Continue the installation without connecting to any wifi networks
5. It could be noticed that the installation does not complete.
