  How to reproduce:

  Add line in /etc/fstab

  none /cgroups cgroup cpuacct,memory,devices,cpu,freezer,blkio 0 0

  
  Run mount -a

  mount -l shows cgroups as mounted, but doing cat /proc/mounts it
  doesn't
