[Bug 1237955] [NEW] update-manager should forewarn about reboot needed

Public bug reported:
update-manager should be aware if after the suggeste upgrade the system
need reboot, and warn the user so that he/she can decide when to upgrade
the system.
Actually the user may be in such a work that a reboot isn't recommended.
Realizing that a reboot is needed after the upgrade has completed and
not being able to make it may make difficult keep working.
I'm proposing that update-manager:
- inform the user that the upgrade will bring the need to reboot
- separate the packages that will be responsible for the upgrade need and offer the possibility to upgrade only those that doesn't bring the need to upgrade
