  Not all updates can be installed with update-manager

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  I have 2 Xubuntu destopts amd64. The problem oocurs on both. Some updates can't be installed with update-manager.
  Somethimes i have a notification that updates is availble.
  steps to preroduce :
  - click the notification and see that 4 updates is avail (screenshot 1)
  - click show update and see that no updates (sceenshot 2)
  - run apt-get upgrade and update 4 packages

  The problem occurs sometimes. Somethims all is ok. Seems that some
  updates are not installing.
