Public bug reported:

NOEXEC is interfering with use of man(1)

If I have given full permission to run applications as a user, man won't
run.  Here is what I have in /etc/sudoers

  user    ALL=(user:user) NOPASSWD: NOEXEC: ALL

Here is what I get when I try to run man with sudo
 
$ sudo -u user man ls
man: can't execute pager: Permission denied

Editors like vi run fine with the NOEXEC allowing the main part of the
program to run but blocking shell escapes and such.  The same leeway
ought  to be afforded man.
