That got fixed here:

autopkgtest (2.3.6) unstable; urgency=low

  * Always kill the tee children after a test finishes, to avoid race
    condition when they get stuck in a read() call which doesn't return with
    "no data".
  * Fix pyflakes failure on older Debian/Ubuntu releases.
  * Fix PEP-8 errors.

Status in “autopkgtest” package in Ubuntu:
  Fix Released

Bug description:
  During this run https://jenkins.qa.ubuntu.com/job/saucy-adt-
  upstart/ARCH=amd64,label=adt/71/ adt-run hung on "tee -a /dev/stderr"
  and ran forever until I killed tee.

  There are 2 problems:
  1. Why tee was stalled
  2. Since it happened after the alarm has been reset it never times out. Time out should occur here too.
