Public bug reported:

While installing Lubuntu 13.10 64-bit from a USB flash drive, the
installer crashed with the message "trying to overwrite '/etc/console-
setup/compose.ISO-8859-13.inc', which is also in package console-setup
1.88"

No matter what combination of installation settings I used (e.g.,
installer with/without updates, ect), this error still occurs.
