My previous comment was for Ubuntu, but the bug reporter was using
Kubuntu. With Kubuntu 13.10, Ubiquity always guesses English (US) for
the keyboard, at least for all the countries I tried in comment 2. I
only tried English as the language.

Bug description:
  I'm installing lucid from the kubuntu daily cd. It lets me choose
  where I am to set timezone information - based on this it would be
  reasonable to guess my keyboard layout as well (I'm in Sweden, I'm
  likely to have a swedish keyboard layout). Instead, I'm presented with
  the default us layout.
