[Bug 1255581] [NEW] samba4 -> samba transitional packages

samba has now switched to samba4. thus transitional packages & replaces stanzas are needed.
I'm preparing the two uploads, but I'd like to temporarly block proposed-migration such that upgrade paths can be verified before the two packages (src:samba4 & src:samba) are allowed to go in.
