[Bug 1254839] [NEW] Difficulty setting the timezone since it's before setting the keyboard layout

Public bug reported:

Since I choose "French", the keyboard layout is in AZERTY (we use QWERTY
(fr-ca) where I live) at the time zone config step. I can only change
the keyboard layout after I set the timezone.

It's no big deal for me but grandma would be confused when she write
"Montréal" and see ",ontr!ql".

I would suggest putting the keyboard layout setting page before the time
zone one.
