[Bug 1254829] [NEW] Second stage fails on first run, completes on second - qemu-sh4 Debian Sid guest

Running debootstrap to create a Debian Sid SH4 chroot fails during the
second stage, but running the second stage again completes.

# qemu-debootstrap --no-check-gpg --arch=sh4 sid sh4 http://ftp.debian-ports.org/debian
