  Software Updater is stuck with "Partial Upgrade" and sudo do-release-
  upgrade fails

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Incomplete

Bug description:
  After upgrade from 12.04 LTS to 12.10 using Software Updater the
  software updater is stuck on "Partial Upgrade" and I can't proceed
  from there.  It fails over and over when attempted.  When I try sudo
  do-release-upgrade it builds and reads lists and then fails with the
  message "Preparing the upgrade failed".
