Are you sure it wasn't a transient server problem? Debian does have them
now and again.
Does it work now?

Status in “debootstrap” package in Ubuntu:

Bug description:
Binary package hint: debootstrap
Attempted to execute an install of squeeze from within this ubuntu karmic.
Created an image file using dd, standard procedure. Mounted it standard via -o loop to a folder /mnt/ftp.
Executed a simple debootstrap squeeze path/to/debian.
I expected an effective install to the mounted file.
Resulted in failed to download binary packages for i386.
The entry was variations of http://ftp.us.debian.org/debian/
such as ftp://ftp. .....
I tried us.debian ...., de.debian ..... , and au.debian .....,
then aborted.
About the third step into installation and only about 10 seconds in, reported fails to download binary
packages, i386. One reported corrupt packages, continued for a few seconds, then similarly bailed out.
All terminated reporting failure to download binary packages, i386
