2fa handling seems inconsistent. It appears as if one can login in the
Ubuntu Control Panel without entering 2fa, yet on ubiquity side
authentication fails without providing 2fa code, when ubiquity suppose
to be able to get authentication for Ubuntu Control Panel at install
time.

Bug description:
  During installation of 13.10 it asks for my U1 email/password. However
  it then pops up a banner saying "2-factor authentication required"
  preventing me from logging in as there is no dialog in which I can
  enter my 2fa code.
