It looks very much as though APT::Keep-Fds has stopped working properly.
dpkg has lost its connection to the debconf passthrough file descriptors
that are supposed to be maintained this way, and everything goes south
from there.

  Triaged

Bug description:
  Trusty server installations hang on 'Installing GRUB boot loader'
  with today's images. (20131125). Occurs on both amd64 and i386 images
  and using libvirt/kvm.  Have not tried on hardware yet though.

  Steps to reproduce:
  1. Start the installation
  2. Continue with default selections
  3. It could be noticed that the installation hangs at the grub installation stage.

  The impacted jobs are:
  http://ci.ubuntu.com/smokeng/trusty/server/i386/20131125/5095/default/
  and 
  http://ci.ubuntu.com/smokeng/trusty/server/amd64/20131125/5089/
