Reviewing the files from your upgrade attempt you seem to have enabled
the xorg-edgers-ppa.  This will prevent the upgrade as that PPA contains
different versions of packages essential to Ubuntu.  The page,
https://launchpad.net/~xorg-edgers/+archive/ppa, contains details on to
how to revert to the official Xorg packages.

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Invalid

Bug description:
  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu

  If none of this applies, then please report this bug using the command
  'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

  steps to reproduce: 
  [1] run update-manager (on 13.04), it downloads its updates from ca.archive.ubuntu.com, -> this software is up to date/However ubuntu 13.10 is now available(you now have 13.04)-> 
  [2] Upgrade...
  [3] Upgrade when prompted again..
  gets to 'getting new packages'
