[Bug 1253765] [NEW] Software Updater is stuck with "Partial Upgrade" and sudo do-release-upgrade fails

Public bug reported:

After upgrade from 12.04 LTS to 12.10 using Software Updater the
software updater is stuck on "Partial Upgrade" and I can't proceed from
there.  It fails over and over when attempted.  When I try sudo do-
release-upgrade it builds and reads lists and then fails with the
message "Preparing the upgrade failed".
