[Bug 1253590] [NEW] encrypted lvm cannot be accessed with non-us keybord layout

Public bug reported:

If you install ubuntu into an encrypted lvm, the installer does not take
into account that your chosen keyboard layout is not available at boot-
time.

As an example:
if you install ubuntu in german,
and choose a password containing german "Umlaute" (ä, ö, ü)
you will not be able to boot your fresh install, as you cannot give the correct password with the us-layout available at boot-time.

This bug affects ubuntu and any derivate of it, up to and including
13.10.
