BTW. if you expand the terminal you can click "Skip" button to by-pass doing $ sudo apt-get update.
Also language packs are downloaded and installed (e.g. those that are not present on the CD, like Russian).

  11.04 install downloads updates even when told not to

Status in “ubiquity” package in Ubuntu:
  Invalid

Bug description:
  Steps that i have followed:
  From the USB installation start into the 'Try Ubuntu' mode.
  Click 'Install Ubuntu'
  Go to the step where it says that you have no internet connection.
  At that time connect to the internet (wireless for me).
  Make sure that 'Download updates' is switched off.
  Continue with the installation.

  What happens:
  Ubuntu is sitting now, downloading the updates, which i told it not to do.

  What i expect to happen.
  When i said don't download, it should not download.
