I set it to Invalid because no software fix for ubuntu-release-upgrader
is required to resolve this situation.

It's possible that it was previously disabled so the packages were not
downgraded.  I'd try enabling it again using add-apt-repository and then
using ppa-purge.

  My 13.04 is stable and fully working
  When trying to upgrade to 13.10 I received the following message:

  An unresolvable problem occurred while calculating the upgrade.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu
