[Bug 1252215] [NEW] Autopilot: Location needs to be set to 'London' if English installation

Public bug reported:

During the English installation, the tests are selecting a random
location from a list of available locations we can select with
autopilot. Algiers, Madrid, Paris and London. For the non english
installs this is fine but we need to directly select London for the
english installs, this will make testing the Keyboard layout page
easier, and also testing any keyboard input done after this step during
the install
