[Bug 1251735] [NEW] avahi-cups-reload triggered twice

$ grep avahi /var/log/boot.log 
 * Starting Reload cups, upon starting avahi-daemon to make sure remote queues are populated                                                                           [ OK ]
 * Starting Reload cups, upon starting avahi-daemon to make sure remote queues are populated                                                                           [fail]

The /etc/init/avahi-cups-reload.conf script seems to be triggered twice
in the boot process.

Apparently I'm not the only one having this.

See bug #1158686. I'm not the only one having this. I did not see any printing problem, but it's ugly in the boot process.
According to bug  #1158686  comment 21, an upstart expert should look at that, so I'm asking you guys.

I upgraded from 13.04, but it may affect every new install.
