This is because you've installed the cinnamon packages from a PPA which
provides package version numbers greater than the distribution to which
you are trying to upgrade to, subsequently the release upgrader can not
determine how to upgrade the system. You'll need to revert back to the
official versions of these packages using a tool like ppa-purge.

Bug description:
  Upgrade from 13.04 to 13.10 keeps stalling after it does a fetch
  update. The program can not do calculations on how long its going to
  take.

  May think about downloading CD for 13.10 and ugrade the system that
  way.

  I have tried various other update servers and its the same problem I
  am seeing everytime I uprade (see below).
