[Bug 1250509] [NEW] Updates Not Current When Compared to Apt-Get

Public bug reported:

1) Run update-manager

Expected: Update manager suggest updates
Actual: Erroneous "software up to date" message

I've gotten bitten by this a few times over the last few weeks. That is,
a fix was released for some bug that affects me, but update-manage fails
to pick it up, Instead, I must manually do `sudo apt-get update && sudo
apt-get upgrade` at the prompt to apply fixes.
