Public bug reported:

One appears to be able to format a new hard drive with btrfs. However,
if the system is reinstalled, and the partition is set to reformat and
use btrfs again, mkfs.btrfs complains that data is present on the
partition and refuses to format it without the -f flag.

** Affects: partman-btrfs (Ubuntu)
     Importance: High
         Status: Triaged
