[Bug 1249742] [NEW] Cant upgrade from 13.04 to 13.10

Public bug reported:

When upgrading from 13.04 to 13.10 I receive an error with three
possible causes listed.  using a trial copy, upgrading to a trial copy
or unautorized sources.  I have none of those.
