[Bug 1249671] [NEW] USB keyboards do not work to enter password after upgradeing to Ubuntu 13.10 from 13.04

Public bug reported:

After upgrading to 13.10 from 13.04, there is no keyboard (either
wireless or wired) when connected to a USB on my PC. I am unable to
enter my disk unlock password upon boot, rendering the system
unbootable. This was verified with a wireless keyboard with a USB dongle
and a wired keyboard that connected to the computer via USB.

As a workaround, before the screen popped up for the encryption, I chose
a different kernel version (last kernel installed before upgrade) and
booted this method. This is not a permanent solution.
