Status in “upstart” package in Ubuntu:
  Fix Released

Bug description:
  Upstart should be built with --enable-selinux, as we do with the rest
  of the system (apt-cache rdepends libselinux1) - this is so if there
  are people who want to use SELinux instead of AppArmor, they actually
  have an /sbin/init that works.
