Public bug reported:

i typed :
$ sudo update-manager -d
> 13.10 is available
> upgrade...
> Welcome to the Ubuntu 'Saucy Salamander' development release // why development release ?
> processing...

An unresolvable problem occurred while calculating the upgrade.

 This can be caused by:
 * Upgrading to a pre-release version of Ubuntu
 * Running the current pre-release version of Ubuntu
 * Unofficial software packages not provided by Ubuntu

$ sudo apt-get dist-upgrade
> does nothing (0 updates found)

$ sudo do-release-upgrade
> don't work either (same error)
