Status in “file” package in Ubuntu:
  Confirmed

Bug description:
  file does not recognize HFS file system images, for example, this one,
  but the same problem exists for other disk image files from other
  sources

  $ wget http://www.bombich.com/software/download_ccc.php

  $ file ccc-3.3.dmg
  ccc-3.3.dmg: data

  I would expect it to look at the files system header (or other
  metadata) and identify the file as an HFS or HFS+ file system image
