[Bug 1248356] [NEW] Installing package gnulib causes apt-get to freeze

Public bug reported:

Tested on a fresh install of ubuntu 13.10 64 bit desktop.
To reproduce simply run:
sudo apt-get install gnulib
Seems to cause dpkg to hard lock.
Have to rebuild dpkg after force stopping apt-get.
Package appears to partially install but does not finish.
