[Bug 1248244] [NEW] Build package with --enable-selinux

Public bug reported:

Upstart should be built with --enable-selinux, as we do with the rest of
the system (apt-cache rdepends libselinux1) - this is so if there are
people who want to use SELinux instead of AppArmor, they actually have
an /sbin/init that works.

** Affects: upstart (Ubuntu)
     Importance: Undecided
         Status: New
