There is no way to cancel restart when installing updates
Status in “update-manager” package in Ubuntu:

Bug description:
Sometimes update-manager displays "The computer needs to restart to
finish installing updates" and there is only "Restart" button, and no
window close button.
The only way to avoid restart is to minimize the window and keep it
open (or to kill update-manager, not tried it).
