Yes, I have to agree, this is dumb. To circumvent this issue, I've been
pushing the 1.3 source packages to offline servers and building the
utility from command line. (python setup.py build && sudo python
setup.py install)

Title:
apt-offline not available on installation media

Status in “debian-installer” package in Ubuntu:
  Confirmed

Bug description:
The package apt-offline is not available from the installation media.
When installing Ubuntu Server for use on an isolated network, i.e.
with no access to the Internet, apt-offline offers a mechanism for
applying updates but the first thing one must do is download the
package on another machine, transfer it to the server and install it.
It would be advantageous to provide this package on the installation
media of Ubuntu Server for such scenarios.

This is probably only required for the Server version.
