you have hit an error that should be fixed just some days ago.

There is a request for testing. Have you a raring machine on which you
could enable the proposed repositories, upgrade your raring system to
the latest release upgrader from there and than run the distribution
upgrade?

Please read for the procedure and what is needed on the report cited
above.

Bug description:
  After an upgrade from 12.10 to 13.04 on two different machines using
  do-release-upgrade (ie command line upgrade), they both say this on
  login:

      Welcome to Ubuntu 13.04 (GNU/Linux 3.8.0-21-generic x86_64)

       * Documentation:  https://help.ubuntu.com/
      New release '13.04' available.
      Run 'do-release-upgrade' to upgrade to it.

  Note how I am being told to run do-release-upgrade to the version it
  is already at.
