Title:
  update-grub overrides /etc/default/grub

Status in “grub” package in Ubuntu:
  Fix Released

Bug description:
When update-grub is run, the settings in menu.lst override the
settings in /etc/default/grub. The behaviour I would expect would be
that the settings in /etc/default/grub would take precedence otherwise
there wouldn't be much point in having the file.
