[Bug 1182948] [NEW] disable udevadm trigger during package upgrade

We need to put back the old "disable udevadm trigger during package
upgrade" logic, to cause package installation failures if some postinst
tries to trigger without depending on udev. We want to learn about these
cases and fix them.
