  The init script /etc/init.d/halt does not declare any dependencies,
  which causes it to be inserted very early in the shutdown sequence
  when recalculating the script order using insserv.

  This causes the system to be powered off before the shutdown is
  complete (as halt is inserted as S01halt) and ends up with dirty
  filesystems.
