This didn't work for me because I have `APT::Install-Recommends "0";`
set under `/etc/apt/apt.conf.d`. I had to explicitly install this
package by hand. A better solution IMHO would be to make this a required
dependency.

Bug description:
  In quantal I used to have an "Appearance" settings button in the
  "Personal" section of the System Settings.

  Since upgrading to raring I have not had one there.

  It was suggested on IRC that I was missing gnome-backgrounds, which I
  was, and installed, but it made no difference.

  I still have no Appearance settings.
