I just run the do-release-upgrade like following:
root at ns3:/etc# do-release-upgrade
proxy '\' looks invalid
Checking for a new Ubuntu release
Get:1 Upgrade tool signature [198 B]
Get:2 Upgrade tool [1198 kB]
Fetched 1198 kB in 0s (0 B/s)
authenticate 'quantal.tar.gz' against 'quantal.tar.gz.gpg'
