  do-release-upgrade assumes presense of pci bus (x86-centric)

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  note: i did not do a keyboard interrupt, i believe that was the crash
  handler. (which did not successfully bring me to launchpad)

  it seemed to get past this before

  I do not have any kernel packages installed, (outside control of dpkg,
  binary copied from chrome OS partition)
