A workaround is to edit /etc/init/failsafe.conf and remove all the
sleeps.

I'm using Ubuntu 13.04 dev with upstart 1.6.1-1ubuntu1. I'm using a
static network configuration on eth0 and the problem is if the cable
is unpluged and the system is booted my desktop will be delayed up to
120 seconds to start because of /etc/init/failsafe.conf.
I would asume because of "stop on static-network-up or starting rc-
sysinit" the script isn't stoped because eth0 can't be started. But
the network configuration is valid and the booting time shouldn't be
delayed just because of an unpluged cable.
