This is not a bug in Plymouth. The nvidia binary drivers have
blacklisted the loading of all framebuffer drivers in the kernel,
leaving Plymouth with no way to render a graphical splash.

Bug description:
  OS: Ubuntu Raring Ringtail (development branch)
  Version: 13.04 beta
  Flavor: Xubuntu

  As stated in the title, switching to NVIDIA  proprietary drivers in
  Xubuntu 13.04 will render Plymouth in text mode only. I have
  experienced this problem since 12.10 and as reported by other users in
  several forums this affects AMD drivers as well. Using the default
  Nouveau Drivers produces no problems, Plymouth graphical splash
  displays correctly.

  There are reported work arounds and suggested solutions but none have
  worked for me so far. I was hoping this bug would be fixed in 13.04
  but still here it is.
