this is normal behavior, this is meant to give the user more control
over the system. otherwise virusses now cannot easy shutdown the system,
without the user being warned about it.

Bug description:
This is more of a UI inconsistency bug.
After a series of updates which require a software reboot, Software
Updater shows a dialog indicating a reboot is required (with a Reboot
button). In past versions of Ubuntu this would summarily reboot the
computer. In 13.04, a dialog is displayed (from Unity?) offering a
Shut Down or Reboot option to the user even though they have already
clicked Reboot.
If the user clicks Reboot, the computer should Reboot. Otherwise,
other options should be shown at that time.
