Public bug reported:

problem may be in the update manager (?)

"Could not calculate the upgrade" error when trying to upgrade from
10.04 to 12.04.2

via 'apt-cache policy pkgname': responded, "unable to locate package
pkgname"

I expected to upgrade to 12.04.2
Instead it failed during "Setting new software channels" in the upgrade.
