  unable to start procps with the service command

Status in “procps” package in Ubuntu:
  Confirmed

Bug description:
  I can't use the "service procps start" command for procps anymore when
  running with precise. This does work in lucid.

  user at hosta:~$ sudo bash
  root at hosta:~# service procps start
  start: Job failed to start
  root at hosta:~#
