That preseed is way too big and verbose.
You can use much more compact pre-seed for default install.

  New

Bug description:
  Following https://help.ubuntu.com/community/InstallCDCustomization, I
  completed a manual install ( in a VM ) and built a preseed file with
  debconf-get-selections --installer > preseed && debconf-get-selections
  >> preseed, so that I could repeat the install again for benchmarking
  purposes.  I used raring-server-amd64.iso for this.  When trying to
  install using the preseed, partman appears to hang, but seems to be
  stuck in an infinite loop spewing output into /var/log/partman
  forever.
