Current kernels have this module built-in.  Nothing to change in
initramfs-tools.

  Module 'efivars' not load by default

Status in “initramfs-tools” package in Ubuntu:
  Invalid

Bug description:
  After installing the ia64 release of dapper on an rx2620, I noticed
  that the kernel module 'efivars' isn't loaded by default.  This module
  is needed by the efibootmgr program to allow you to change various
  boot options (for example the boot order and next boot).  It should
  also be noted that both SuSE and RedHat load it by default in their
  enterprise offerings.
